For some people, photo editing means using Photoshop. If you’re looking for a free photo editor with a decent amount of features, we’ve got just the thing for you.
Photoscape is a free photo editing utility for Windows with enough features that make it seem like a commercial application. The main application window is similar to Windows explorer with the drives and folders displayed on the left.
The splash screen lets you choose what you want to do, optimize photos, view photos, print, etc. You can view your photos in a folder, or in a slideshow.

The editor lets you resize, adjust brightness and color, add frames and balloons, correct backlight, add text and drawings, crop, remove red eye, and a host of other features.
